Retail FDI - Letter from the Commerce Minister of India

Last week, the Cabinet of the Indian Government allowed 100% FDI in Single Brand Retail and upto 51% FDI in Multi-Brand Retail - it was indeed a surprise move, given that the Winter session of the Parliament is on and the Ruling UPA is mired under various issues due to which the Upper House and the Lower House have seen continued agitation and adjournments. In the wake of this latest crisis, Union Minister (of India) for Commerce, Mr. Anand Sharma has written a letter to the leaders of all the leading political parties in India, explaining the reasoning behind the government's decision to allow FDI.

Here is the full text of the letter;

As you are aware, the Union Cabinet has taken a decision for liberalization of the Foreign Direct Investment (FDI) policy in Multi-Brand Retail, which holds the potential of transforming rural economy and unlocking the supply chain efficiencies in the agri-business.

The policy has evolved after a process of intense stakeholder consultation which commenced on 6 July 2010, when a discussion paper was floated by our Ministry. Comments from a wide cross section of stakeholders including farmers associations, industry bodies, consumer forums, academics, traders associations, international investors were analysed in depth before the matter was deliberated by the Committee of Secretaries on July 22, 2011.

The matter was finally discussed by the Cabinet on 25th November and a view was taken to allow liberalization in multi brand retail. In doing so, we have consciously adopted a model with a distinct Indian imprint, recognizing the complexity of Indian society and the competing demands of different stakeholders. Over the years, while we may have transformed into a service led economy, yet even today India primarily resides in the villages and an overwhelming majority of people are dependant of agriculture. It is a tribute to our farmers that India is the second largest producer of fruits and vegetables in the world with an annual production of over 200 million tonnes. Yet, in absence of adequate cold chain infrastructure, logistics and transportation, our post-harvest losses remain unacceptably high. A large part of farmers produce perishes and never reaches the market. A complex chain of middlemen have a cascading impact on supply inefficiencies and prices as well. As a result, on the one hand farmers are unable to secure remunerative price for their produce, while consumer ends up paying more than 5 times the price secured by the farmers.

Opening up FDI in multi-brand retail will bring in much needed investments, technologies and efficiencies to unlock the true potential of the agricultural value chain.

The policy mandates minimum investment of $100 million with at least half going towards back end infrastructure including cold chains, refrigerated transportation, and logistics. We have also stipulated mandatory 30% sourcing from small industry, which will encourage local value addition and manufacturing. It will also unfold immense employment opportunities for rural youth and make them stakeholders in the entire agri-business chain from farm to fork.

I felt it my duty to dispel some apprehensions expressed by certain political parties. In formulating this policy we were conscious of the livelihood concerns of millions of small retailers.

Informed studies of global experience has revealed that even in developing economies like China, Brazil, Argentina, Singapore, Indonesia and Thailand, where FDI is permitted upto 100%, local retailers have found innovative ways to co-exist along with organized retail and are integral to the organized retail chain. In Indonesia, even after several years of emergence of supermarkets, 90% of the fresh food and 70% of all food continues to be controlled by traditional retailers.

In any case organized retail through Indian corporate entities is permissible in India and the experience of the last one decade has borne the small retailers have flourished in harmony with the large retail outlets. Even then, we have therefore taken a view that in India we may permit FDI upto 51% equity and roll out the policy only in 53 cities with a population of more than a million. In the rest of the country the existing policy will continue, which will ensure that the small retailers are able to access high quality produce at better price from the wholesale cash and carry point.

We were also mindful of the imperative of ensuring food security for the poorest of the poor and have therefore retained the first right of procurement of food grains to rest with government for the public distribution system.

Concerns have been expressed that the multinational companies will resort to predatory pricing techniques to drive away small retail. You are aware that the Competition Commission has been established by law to ensure that such practices receive great scrutiny and I have specially discussed the matter with the Chairman of Competition Commission to build in regulatory capacities to ensure necessary checks and balances. In any case, you will appreciate that predatory pricing works in markets with high entry barriers, which is not the case in India.

The Indian consumer will undoubtedly gain significantly from this step as they will be afforded much greater choice, better quality and lower prices. In the medium term, even RBI governor feels that this step will have a salutary impact on inflation.

I have had occasion to discuss the matter with a wide cross section of all stakeholders, including farmer association, traders, consumer organizations, industry leaders, economists and there is an overwhelming case for introducing this policy. I am sure that being a political leader of long standing and experience, the benefits of this policy for the Indian citizens will find resonance with you. Policy initiatives taken in larger national interest demand political leadership to rise above partisan politics to create a healthy bipartisan consensus. This has been the strength of Indian democratic traditions.

It is anybody’s guess if this letter would make any difference though in the current situation. India has been witnessing a rare camaraderie cutting across  political parties which have taken a united stance against the Government urging it to roll back the decision to allow FDI in Retail, which looks unlikely though. In the given scenario, atleast 25 cities out of the 53 which qualify for the criteria that has been set (above 1 million population) are covered under those states that have not welcomed FDI. India INC however has voiced its opinions, most of which is pro-FDI to say the least. For the next few days, if not a few weeks the entire world (read: Business houses) would be watching how things turn out here.

Luxury Retailing in India

 

Last week was a fascinating one to the world of Travel Retail and Luxury Retail. One of the world’s most coveted luxury brands, Louis Vuitton from the house of Moet Hennessey Louis Vuitton (LVMH) finally debuted at Incheon Airport in Korea (which has also been ranked the number 1 airport in the world in passenger satisfaction by ACI International) amid much fanfare and excitement according to the first online update from The Moodie Report. Korea, which is famous for its “cheaper” alternatives in electronic products and automobiles (led by Hyundai) was the obvious choice for the cult brand since it is the most preferred transit destination between Mainland China, Japan and Korea and the rest of the world. Louis Vuitton was also ranked the number one luxury retail fashion brand (behind Hermes, Gucci, Chanel and Cartier) by the media house “My Retail Media” recently. LV, as it is popularly known, is most famous for its accessories & luggage (which ranges between USD 500 – 5,000) and is one of the last brands in the “Luxury” segment to enter the glamorous world of Travel Retail. Such is the potential of passengers travelling through airports!

When LV entered the city of Bangalore in India (2008), it had installed a huge trunk outside the terminal building of Bangalore International Airport (BIAL), a first of its kind in the country but one which the brand does quite frequently across the world. Apart from this, LV operates at Delhi and Mumbai and is looking forward to expanding across other Indian cities in times to come. Hermes opened its first outlet in Pune this year, which was later followed by its flagship store at Mumbai. The beauty of this location is that it opened its store where the distance from / to Mumbai is ‘0’km (zero km)! Other luxury brands such as Gucci, Chanel, Cartier, Rolex, D&G, Armani, Hugo Boss, Omega, etc. have their standalone stores at Mumbai, Delhi and Bangalore. Although, the offtake is not as expected, according to market reports. There was even a recent article online in which the writer claims that the “Indian Luxury” market is a not as successful citing examples of how Nita Ambani (wife of Mukesh Ambani, one of the world’s top billionaires and the Chairman of Reliance Industries) shopped her porcelain from nearby Sri Lanka for their new billion dollar home! Indeed, Gucci, Prada and their ilk in Luxury Retail have not taken off the same way in India (estimated at less than USD 1 billion compared to that of USD 17 billion in China) but I wonder if that’s just the measure.

The article also quotes the number of dollar millionaires – I guess, the methodology in itself is flawed. There is probably more “black money” in India than in white, hence it is not the best way to assess the wealth of native Indians. Mercedes Benz, the oldest German luxury automobile in India along with with its country counter parts Audi and BMW sold over 2,500 cars last year (at an average price of USD 100,000). Property Developers such as DLF, Prestige, Sobha and many more are developing high-end customised villas that range from INR 2 Crores to 5 Crores (USD 500,000 onwards). A typical Indian middle class family spends between USD 20,000 – 50,000 – something that’s unheard of in the Western world where Church weddings do not accommodate more than a 100 people while the big fat Indian weddings feed over a thousand people, twice a day, for 3-7 days! If western wear and accessories are any measure to say that Luxury Retail in India hasn’t take off, that’s right. But then, the Indian shopper doesn’t consider Western wear for day today use and hence their usability is restricted. The article claims that even an entry level secretary in Japan or China would sport a LV bag (it doesn’t mention if original) which is not the case in India. (But they do sport gold jewellery which is not considered…). High end electronic gadgets are favourites with the working middle class including the iPod, the iPhone the iPad and a wide range of mobile phones and related accessories.

I wonder why “Luxury Retail” in India is always connected with western apparel and accessories. Women do not sport western wear to work everyday! And the reason is simple – an average Indian (women) is more comfortable in her Indian clothing. The climatic condition is more conducive for comfortable dressing and hence their preference. Would this change in the next 20 years, yes. Would it match the world markets? No. I can assure that this market will never be the same in size as what it is in Japan or China, forget Europe or the US. Indian women and the society at large are indeed embracing western wear in a big way, especially for formal occasions at workplace. Even for holidays and other occasions. However, the appreciation for high-end Luxury remains lukewarm since the reasons to wear (other clothing) is far more. Cufflinks are famous all over the world to match blazers, jackets or suits. But a majority of people in the working class do not wear a full-sleeve shirt to work, forget other accessories! And the reason is that the Indian weather conditions do not permit wearing a heavy suit all day at work. Two thirds of the working class still commute in public transport (Metros / A/c buses) and two-wheelers and hence prefer an easy attire than the complicated ones. This is one reason why “wrinkle-free” shirts and trousers are a big draw in the country.

But no one bothers to compare the gold consumption in India – the most coveted precious metal with the rest of the world. Some one from the Jewellery industry told me recently that if all the gold in Indian houses is collected and offered in the world market, the price of it would be cheaper than that of copper! Really. That’s the amount of gold that is collected and retained in India. For Indians, gold (Swarna, as in Goddess Lakshmi) is bought for various reasons – as traditional jewellery, as savings for future, as a means to display wealth and so on. A former minister from the state of Karnataka who was recently arrested and jailed apparently had a gold-plated chair and even cutlery / crockery for dining at his home according to press reports when the CBI raided his house!

I am sure that the Luxury Market as opined by experts will indeed grow - Coupled with better Retail Infrastructure and Government taxation norms. Soon, one can expect an LV at an Indian airport too. You never know. It’s just a matter of time.

A Retailer cannot be everything for everyone!


“I was an eternal optimist, now I am a cautious optimist” thus remarked Kishore Biyani, considered to be the most revered Retail face in India at the concluding day of India Retail Forum 2010 recently held at Mumbai. Not surprising, as he should know better than anyone else, for he leads the Indian Retail Industry with the highest recorded turnover of over USD 2 Billion in Sales from The Future Group that has various formats such as Big Bazaar (Hypermarkets), Central Malls, Home Town, Pantaloon Department stores, Food Bazaar (Supermarkets) and many other formats with over 800 stores across the country. Many other CEOs and leaders from within the Indian Retail Industry echoed the same feeling – things are much better than 2008 / 2009 but we should tread with caution. Consumer confidence is on the high, but that doesn’t mean we can open stores left & right, one needs to move ahead with all the learning over the past 24 months according to the Head of Operations of one of the leading apparel brands in India.


India Retail Forum (IRF) is the annual extravaganza organized by the Images Group that publishes various magazines such as Images Retail, Images Fashion, F, and many other collaborative efforts with leading international publications. Apart from IRF, they also conduct Images Fashion Forum and Images Food Forum every year. These Forums are not mere conferences but a place of congregation where some of the brightest minds participate, share and learn over each other’s experiences. The two day events are busy days, with back-to-back & parallel panel discussions and presentations from eminent speakers and delegates trying to network with their peers across businesses for professional as well as personal purposes. This year saw over 2,000 participants – not bad for an event that charges an entry fee of Rs. 25,000 per person which includes lunch and dinner with cocktails on both days along with an entry invitation to the Images Retail Awards – the most sought after respectable awards that recognize the efforts of Retailers.


The agenda this year too was chock-a-block. Over the years, the event has evolved and now follows international conventions where three things happen in parallel – the main conference hall with its speakers, the retail theatre and the ball rooms with their sessions and workshops and the all day exhibition stalls where various retailers and real estate companies showcase their latest offering. The Forum was chaired this year by Mr. Biju Kurien, Chief Execuitive – Lifestyle, Reliance Retail along with the Chairman of the previous year, Mr. B.S.Nagesh, Vice Chairman of Shoppers Stop Ltd. In his opening remarks, Mr. Kurien said that India is expected to contribute 7.5% of world GDP (PPP) and stressed on the need for increased investments within the sector to foster growth. Mr. Nagesh reiterated that it was important to focus on the product offering rather than showering discounts while also informing that controlling attrition would be one of the key tasks for Retailers. Mr. Vikram Bakshi, CEO – Mc Donalds India (North & East) shared his thoughts on the current trends in food retail during his opening remarks. This was followed by a detailed presentation by Ms. Ireena Vittal, Principal, McKinsey India in which she shared statistics about the current trends and opportunities in Indian Retail with lots of comparison to similar markets such as Brazil and China. This was followed by the Confederation of Indian Industry (CII) panel discussion on “Permitting FDI in Indian multi-brand Retail” led by its Chairman, Mr. Thomas Verghese, Chief Executive – Aditya Birla Retail which had the most looked up names within the industry – Mr. Kishore Biyani, CEO – The Future Group, Mr. Raj Jain, President – Walmart India & MD & CEO, Bharti Walmart, S. Sivakumar, Chief Executive – ITC Rural Retail, Ireena Vittal, Vikram Bakshi and BS Nagesh. With various thoughts being expressed by speakers, the unanimous view was clear and forthcoming – India needed investments urgently to support the backend and frontend of our Retail businesses and the color of the money (Read FDI or FII or any other) really didn’t matter.

The rest of the day and the second day had various sessions by leaders within the Retail industry and community and delegates were seen sharing an easy camaraderie with one another, be it over coffee or beer. I was part of one of the Panel Discussions on Multi channel Retailing, hosted by vCustomer which has been a support partner to companies across multiple retail channels. With a 4000+ global workforce deployed at its managed centers from multiple locations worldwide, they deliver 24x7 services to more than 75 global clients including 20 Fortune 500 brands and more than 30 retailers. My co-panellists were Mr. Sanjay Gupta, COO – vCustomer, Mr. Ashish Madhav, Director Retail CoE, vCustomer, Mr. Rajiv Prakash, CEO – Future Ecommerce, Mr. Manoj Chandra, VP Marketing - Bata India, Mr. Sundeep Malhotra, CEO – HomeShop18 and Mr. Neeraj Bhalla, Director – Whirlpool. The speakers shared their perspectives on multi-channel use for better reach towards their own consumers. My view was similar too, that Cafe Coffee Day was always at the reach of its consumers be it shopping high streets or malls, transit points or other non-traditional locations such as Hospitals, Colleges, Hotels and Clubs.

The most awaited session happened to be an interview with Mr. Kishore Biyani by none other than Mr. Shivnath Thukral, Group President, Corporate Branding & Strategic Initiatives – Essar Group, more famous in his previous avatar as the former Group Business Editor at NDTV, India’s leading News channel.  The session was indeed candid and Mr. Biyani was at his transparent best, sharing some of the very rarely heard stuff – that the group has made a few mistakes, learned from them and hence moved on, that he shops only at his own group stores and doesn’t shop at fellow retailers such as Shoppers Stop. He also admitted that the group doesn’t anymore continue its approach on being “everything to everyone”. We are no more so, he said while answering a question specifically and advised fellow retailers to think about it. This was followed by an interesting session led by Mr. Vikram Bakshi and Mr. BS Nagesh where selected delegates had an opportunity to grill eminent Retail executives including Mr. Kishore Biyani, Mr. Thomas Verghese, Mr. Ajit Joshi, CEO – Croma Retail and Ms. Vibha Rishi Paul of the Future Group. At the end of the session, each winner won an hour over lunch or dinner or drink with Mr. Biyani, Mr. Nagesh and Mr. Kurien to be mentored about the business.


The Grand finale was the Images Retail Awards – a much looked up event in the business of Indian Retail. The award ceremony, besides honouring the most deserving companies and people in the Retail Industry, had scintillating performances by singer Leslie Lewis and stand-up comedian Ash Chandler. The event was anchored by Mandira Bedi and Anish Trivedi. The IMAGES Retail Awards 2010 followed strict international benchmarks in deciding the top honours, with IRIS Retail Intelligences Knowledge Partner and global consulting firm AT Kearney as the Process Approver. The selection process involved self-nominations as well as a countrywide poll to short-list nominees. Over 11,000 consumers and about 1,000 professionals voted for their most admired retailers across formats and categories. The list of categories, awardees and nominees are as below.
